ZIP Apportionment Concept

ZIP apportionment replaces electoral districts with ZIP code
representation units.

Structure:

1. Each ZIP code elects one representative
2. Representatives serve a single ZIP community
3. Legislative chambers expand to accommodate the total
   number of ZIP codes within the jurisdiction

Advantages:

- eliminates gerrymandering
- improves local accountability
- aligns representation with natural community boundaries
- simplifies electoral maps

Tradeoffs:

- population per representative varies
- legislative bodies become larger

The model prioritizes representation integrity over
mathematical population equality.
